California signs first-in-nation AI companion chatbot rules for minors (United States)
On 10 September, Governor Newsom signed a package including Adam's Law (Senator Padilla) and AB 1709, requiring AI chatbot operators to verify user age and screen minors for expressions of self-harm, with reporting duties attached. The framework takes effect in July 2027. California is now the twelfth-plus US state to legislate on companion chatbots this year, and its rules historically set the floor for what vendors build globally — meaning schools in London, Dubai or Singapore will see the product changes before they see any local law.
Two opposite policy logics are hardening (United States / UAE)
As the northern-hemisphere year opened, New York City introduced a moratorium on classroom AI use and Katy ISD in Texas barred generative chat tools for K–6; meanwhile from August 2026 the UAE requires AI education from KG to Grade 12 across seven domains in government and MoE-curriculum private schools. International schools with mobile families are now the interface between two incompatible defaults. A single global AI policy is no longer a realistic goal for a multi-campus group; a defensible position per jurisdiction is.
